HOSTING A V RISING DEDICATED SERVER
Anyone can host a dedicated server in V Rising, either by renting one via a third-party, or downloading the V Rising server client and running it on either their home PC or a dedicated server machine. You can grab the V Rising Dedicated Server tool directly from Steam, or follow the instructions when you click on ‘Host Dedicated Server’ in-game, which will take you to a GitHub page.
Pretty sure you can run the dedicated server software without buying a second copy of the game. I did so with a few other games (The Forest, Conan Exiles, 7 Days to Die) and I don't see why it wouldn't work with these two.

p.s. Valheim also has a dedicated server option and I'd be willing to bet you can run that without buying a second copy as well.
You can host your own server on your pc for free. Too many people will bog down your PC and the server though. That is why servers are usually hosted on a dedicated server to handle that load while playing it at the same time. Think of any online game you have ever enjoyed. Those games have dedicated servers that you played on. They do have Official servers that are provided for you to play on for free, you can play single player for free, you can play with friends on a shared private game for free.
Hope this clears up the confusion you have about how servers work. Any private dedicated server will absolutely cost you money, but it is not required at all to play.
I can't speak to V RIsing because I don't own it, but you absolutely can use steamcmd to host a Valheim server with an anonymous login. I have been doing so for a very long time.

I do like how you said I should read the entire post while making comments that make it very clear that you didn't read all of my reply which renders your reply ignorant and pointless. Also, like just about every single survival/builder game, you also get a Dedicated Server in your library under Tools (not games) to allow you to create your own dedicated server instead of hosting one. In your Library search V Rising and you'll see:
<Games>
V Rising (installed)
<Soundtracks>
V Rising Soundtrack (not installed)
<Tools>
V Rising Dedicated Server (not installed)

Open SteamCMD on your server
type; login anonymous
type; App_update 1829350
Close SteamCMD
Open folder: steamapps -> common -> Vrising -> Vrising server -> VRisingServer_Data -> Streamingassests
Modify (after you make a backup)
ServerGameSetting.json
ServerHostSettings.json
In ServerHostSettings.json add name, password, and port. Open your ports in your firewall/router.
Server beem running without issues for 18 hours.
