This achievement I haven’t figured out yet. I have been looking for 5h after I got some hints from the developer. This is my last achievement but wasn’t able to figure it out. Here are some hints I got from the developer:

Hint 1: It’s an NPC with a low chance of spawning in a certain area. Can’t miss em. I think it’s less than a 1% chance. I don’t want everyone to see it, but if you know where it is it’s easy to force.
Hint 2: They big, small-ish area.

Just west of the central southwest of that area. He's got three turnips growing next to a tree and wears a green robe. I don't think he has anything to do with this achievement, though.

I'm not sure if I saw this. Did you try talking with them? I'm not sure I understand where you saw them.

Followup to my earlier off-topic aside - the axolotl can indeed be fished up from anywhere.

Another location I've identified that could be the spawn site for "Them" is the walkway to the East of the Painted Desert and North of the giant turnip. That seems to be a "big" map zone, but has only a very small traversible area bordered by loading zones, which would fit the criteria of a "big, small-ish area" that's "easy to force" a spawn in. No luck actually finding Them there, though.

Correction, found Them in that area two area loads after posting that. I was so convinced I wouldn't that They actually startled me with Their appearance, but that's where They are - top-left walkway area due North of the Shatterzone's main entrance.

Thank you, It took me 30 minutes of screen hopping, but I got him :D.

You can see him when you enter from the painted desert, so you don't have to walk all the way.

Thank you, I can confirm,

The walkway above the giant radish, where the apple and rabbit stand. Go back and forth from the two entries and you'll get startled by them. It's not a jumpscare, but it can be jarring. Took me a lot of tries.

(As the others said, the area is between the Painted Desert and the bridge. The veggie boy and bunny should be east of you. Travel back and forth and you will find a shadowy figure (big) that will show up on the upper corner of the screen (on bridge).

Certainly seems like They only appear in that one spot and that we'd have no other way of knowing Them. Plus the fact that They consider the player a novelty suggests They'd never seen you before. Then again, Their dialog is not exactly comprehensive.

I thought maybe they were in forager and I can't remember it. as it is from the same artist? I'm quite certain it isn't in Lost Nova itself, but maybe it hints at some other game or something like that?

Lost Nova was created by Forager's artist, yeah. I don't remember seeing Them in Forager, but I also only played through it once just after initial release, before most of the content updates.
