Yes they are roughly evenly spaced, so at 400 you should be able to find 10 :)
Also, is there a max distance they are away from the main pipe? My current plan (as of today) is the main pipe being my main tunnel down, with two additional tunnels at 18 and 32, so one space outside of main tunnel view. Should that be able to find them all, or is there a chance for them to spawn on the edge of the map?
I recommend playing the tutorial as this is all explained there! If you have skipped it, you could quickly start a new a game and go to the pump to replay the tutorial there - and then continue with your old save.

That's where it wont let me place pipes anymore now and I can't figure out how to break the other blocks to make my tunnel go straight down
The blocks are only steel plated on 1 side. So you can blow them up from any other side. This means you can blow up the entire barrier from underneath. Just dig underneath it to the left blow it up from below! :)
For example, the first mine is not random and have y=3, so the second mine can be found between y=41 and y = 80.
