This game is relatively active despite what some might say. You can find Player Lobbies up most of the time, however, I usually have trouble connecting to them. Usually I have to refresh a bunch and pray, but I will say I have success 9/10 times with Open Arena Lobbies than I do with Battle & Spectating. Best thing you can do is open your own lobby for a bit until someone joins.
Ranked is a mix bag, you won't always find someone on there as often as you find people on Player Lobbies.
As another person mentioned though, it might be a good idea to find a community that plays often, such as the P4PC server (I usually don't use big open servers for fighting games so experience may vary).

Yes they did and they said summer so could be anywhere from June to September.
