Why is the second half of the first area in Golden arena mode at level 99?

Now I may be misremembering something, but I am pretty sure the second half of the bathhouse area on the play station version was not level 99.

or at least level 51+, I only just encountered this so I do not know if this goes to the end of the bathhouse.

edit: never mind, It is just that they added double the floors to each dungeon, at max level. honestly I am impressed how much care yall put into golden arena mode.
