Shamil not spawning

i took over the military base and the kommander of the elites is telling me to get a key for the bunker from Shamil's body... i destroyed every body to make sure im not missing anyone but i cant seem to find the key, the office is also emthy... any ideas or a ID to cheat in the key?

there’s a hangar that’s shut. you need to find a way to open that hangar. I’ll tell you more if you can’t figure out still lol
