Adding to this post for anyone else who (like me) doesn't know much about Steam's market system: If you get one of each trading card, you can then "craft" them into a badge to get the backgrounds/emotes. I created my first such badge and got 1 background and 1 emote. I'd guess the rest of the rewards come at about that rate.

You might also be able to buy the emotes/backgrounds off of the Marketplace. Though there are restrictions on how rapidly people can buy/sell items, so the Market may not have much available immediately.
