Win11 and Win10 have the exact same kernel base (= same Direct3D driver solutions apply)
Can you elaborate on the specifics of 'Yes.', please? I'm running Win11 at the moment and have had zero ability to get this game to run. I've tried d3d8.dll as well as running it through dxwnd without success.
Can you specify the behaviour of your machine?
How i installed it:
- Install via Steam
- Installed Patch 104 (https://www.gameswelt.de/dangerous-waters/patch/dangerous-waters-122736)
- Installed dangw_d3d8_0_02 (d3d8.dll) (http://www.jiri-dvorak.cz/dangw/dangw_d3d8_0_02.rar)
- Right click on the dangerouswaters.exe
-> Properties
-> Compatibility Tab
-> Check at "Run this program in compatibility mode for:" "Windows Vista (Service Pack2)"
-> Check "Run this program as an administrator"

With the exception of the Patch 1.04 installation I've tried all of those steps. I was under the impression that manually installing patches was unnecessary since Steam updates the games for you. In any case the behavior I'm experiencing is:
1. Install game via Steam
2. Placed the d3d8.dll file within the same directory as the Dangerous Waters .exe file
3. Update the compatibility requirements (Vista SP 2, Run as Admin)
4. Run game
When I run it, I get the Launcher to display as intended, but after I hit "Play" my screen goes black for a few seconds then it (Dangerous Waters) crashes and shuts down.

then install it, works very well on both Win10 and Win 11 (didnt work with virtualBox).
