I myself found a Youtuber explaining the different screens while playing.
What manuals cannot teach, is what I like to call the 'gameflow' = moment by moment player agency.
In the end, it all depends of the time you are willing to spend + level of commitment.
The game also has fairly simple, shorter scenarios, you can pick from you menu screen. Start,. Experiment. Fail. Restart.
These are perfect to dip your toes into the 'dangerous waters'?

instead of checking the "Run in Window" only you must also check "full screen only" too and change resolution to be what your desire, at least it works for me and my laptop is also integrated graphic card.
I was able to increase my resolution to 1920x1080 without screen tearing or any issue, the game run fine.
I would like to focus on ships mainly, as there are no other games where you can command a modern surface ship, and occassionally subs. I downloaded RA mod to get more ships and missions available. I tried to launch some random missions seems to be added by RA mod but says there is not drive platform or something like that, do you know how to fix it?
Any advice to learn the basics of surface ships specifically?
Alternatively, War on the Sea which is the same concept as Cold Water but set in WW2 & focuses a lot more on surface, you can command Carrier, Battleship, Destroyer, Escort, planes, also submarine from both IJN and USN.
There are tutorials by FPSchazly:

but if that not enough i suggest read through Manual of the O.H. Perry:

As for Dangerous Waters, I know it is a complex simulator, buw how complex would you say? I played flight simulator lot of years ago and still I remember very challenging planes such as Tupolev 154 or Concorde. Maybe I may be familiar with the plane as for VOR/ILS and other instruments and at least is not in russian language.
Edited: I checked this person is you, really appreciated your post helped me a lot to setup the game correctly to full screen and widescreen after trying unsuccessfully other solutions I found on google.
