Have you tried using other cables or different USB ports. human interface devices such as kb/mouse/controller only need USB 2.0 as 3.0 can cause increase in latency due to higher bandwidth may also be causing your issue too I just recently got this game I'll pick up a dualsense to see if I can figure out why this is happening if you havent fixed it yet, Would be much easier for me to help with the controller, theres so many things it could be that it would be too much to write here without seeing it myself
But Dualsense supports USB C, so I don't think increased bandwidth will be an issue.

It's launch options "-nohmd -EpicPortal -dx11"
nohmd refers to VR stuff, EpicPortal you can guess, dx11 guess again. I haven't tried all permutations, but I get no stutter using all three and just a bit of stutter when omitting dx11.
