This process can repeat an endless number of times, or at least until you've exhausted every card options, so in a sense the end goal would be to stack a franchise with as many cards as you can to reach as far into overtime as you can.
It's basically like any cards, they can be hurtful or helpful depending on context. But like, 30 percent more customers just to start with a grabber is a bit mean.
In the lobby there's a room with a projector you use to load franchises. Use that and then pick a layout like you do a normal restaurant, and there you go.
Remember, if you fail before completing day 15 you lose the whole franchise, but make it further than day 15 and end the run by any means, you'll get to continue the franchise with all the cards you had earlier + 3 cards from your current run + one new golden card.

that is why you choose your other cards that reduce customers. but franchising is also meant to be a different type of challenge compared to just seeing how many days into OT you can get.
