Voldis Pass and Story Quests
I am returning from 2y+, my main was 1390 and Punika was the end of the story back then.

I want to continue the story but the next continent requires 1445, and I don't have the mats and not sure about the gold too.

If I apply the Voldis Pass to this character, or if I create a new character with the Voldis Pass, will these characters be able to experience the story quests? Or is my only chance to go through "normal "progression and hone my way from 1390? And if so, am I missing a catchup mechanics of some kind to get back up to 1445+?

Using a Power Pass is the same as doing knowledge transfer, it skips all of the story quest.
Honing no longer cost raw gold until 1540.
There a many events that will give you mats to hon.
Honing chances have been increased and mats needed have been reduced until 1580 and even to 1600 with the event.

Next to the map click the Event Shop
You can buy a ton of mats right now with tokens you get from doing Chaos Dungeons or Guardian Raids daily, you can also do the hourly event island once a day for like 200-250 tokens a day if you do the quest on the island.

The free Ark Pass also gives mats, you can do many of the quest in it by doing dailies, Life Skills, honing, etc etc.

At 1520 you can start the Super Mokokoko Express which reduces honing cost even more and gives you nearly all of the mats to hon to 1580

Just make sure you use the Mokoko Express on the character you want to play.

I would use the Voldis Power Pass on a new character you want to try out to have a character at 1540 allowing you to do solo raids up to 1540 for gold and get more event tokens etc.
I would then level up your old character if you want to do the story until you reach 1520 and then either use the Mokoko Express on the old or new character to push it to 1580 and then 1600+
