Sea gates appear periodically in the two main seas. Gate of Harmony appears in the Sea of Gienah between North Vern and Arthetine. There's another one in the Sea of Procyon. You need a key to enter those. In order to obtain key, you need to participate in sailing co-op. Check Procyon Compass Guide in order to see when the co-op takes place. There are tasks that take place in succession, so don't leave after just the whale hunting part, for example. If you completed the tasks and got the key, go to the sea gate, and use your ships "chest" ability. At least that's what is used to be. However, don't know if any run those anymore. Ask in chat if any are running sailing co-op and which gate, when the event is up.
