Bugged quest - [Guide] Public tower announcement

So I have this guide quest sitting in my list, I've already completed the quest and the quest tells me to "Read Sacrian Dispatch Manifesto" but the locate function doesn't work neither is that anywhere to be found, I looked online as well and there is no info on it other than that it's the prequest to the tower which I've already completed all 50 levels of, so this quest is probably bugged?

Anyone else in a similar situation?

Click on F5, you have to read an item in your inventory

youtube has pretty much every single quest you could ask for if you search for it, your issue could've been solved in 2 minutes

yea hit f5 like Valcro said its a bit hit and miss telling you this but you have the item f5 uses it

he's level 50, there's no way he doesn't know to press f5

There's no item associated with the quest, I've tried abandoning it and picking it up again, the quest also doesn't prompt me to read an item by pressing F5-F9 so on. My gear score is almost 1.1k so I know this game.
Quests like these lack information and are misleading/bugged.

I still can't find a solution btw.

Found a solution.. the quest doesn't prompt you to press F5, you had to manually open up the quest item section of your bag and press it..
