Can't Facet On A Powerpass'd Character

I can do the faceting thing on my main, but it says I can't do it because I need to complete the quest "The Final Report", except the boost auto-completes the story for you so is that character just screwed?

At lvl 10 stronghold i think, or after a certain point, u unlock a robot that can transfer ur memory of completed quests from 1 main region to ur alt character, maybe that's it? (not transfer, but give ur alt all the completed quests that ur main has done)
