I guess Genshin Impact can rest easy knowing that whales aren't really paying to win, they're just paying to progress faster.
Heck, almost every mobile game fits that description. Star Wars Galaxy of Heroes isn't pay to win at all. It might take you 9 months to 2 years to get what that guy got in 5 seconds and the content will scale to the point that when you finally do achieve it then it will be useless and no longer meta viable thereby enabling actual advantages being locked behind a paywall but hey I'm sure that never happens in any game with constant updates.
It is one of those phrases that people interpret different and then get upset with anybody who does not agree with their definition.
