As someone else said, 4core is a problem. And laptop has the weak version.

Tried all of that, what's rather surprising for me is that the FPS in main menu don't go over 20FPS either on low medium high very high setttings, I even tried putting resolution to 1280X1024 (didn't gain even 1 fps)
Use a fan for better ventilation, it works well :)
Update ur drivers and dont forget to restart ur laptop after that, use nvidia panel to make the game use ur dedicated gpu incase u have a igpu
other then that connect ur pc to a power charger dont play without it and monitor ur temps i guess

CPU didn't get over 70C, GPU 55C at most, I use cooling pad and I'm pretty sure that this CPU can do better, if it can run for example warzone in 2K at 60fps I'm pretty sure it could handle lost ark at more than 20fps
Try this, your notebook should be fast enough. I tried Lost Ark on my old notebook - i7-3720qm@3,4ghz, 8GB ram, Amd 7970m (=desktop Amd R9 270) - and have on medium/1080p 50-60fps.
Edit: also check cpu/gpu temps and utilization with windows taskmanager, or msi afterburner
