"The Final Report" quest question

Hey folks,

I already doing end game stuff and I'm level 50 but I didn't unlocked the "Gem" function (third tab on the inventory).

It's says I must complete "The Final Report" quest to activate the gems and it should be a story quest.

I don't know what is going on but I didn't complete it because in my quest journal didn't see it.

Can you please help me out where can I find this quest so I can complete it?

PS : I searched also everywhere but didn't found any Information...

From what I can gather it's Story quest later on behind Ilvl walls. So in my case I have to hold on to this GOATed gem until after that get it refaceted

That’s the end of the Yorn quest chain, basically unlocking tier 2. You need ilvl 600 to go to Yorn.
