Nope, the packs were removed at launch. The entire point of the packs was to "reward" people who paid into the game BEFORE launch. You can no longer obtain any of the items in the founders packs.

It also kinda rests in the title FOUNDERs pack, you know.

they have 3 new packs but read first what you get

cuz a lot of people confuse the amount of skins u can get its just one not 3

I highly doubt they will, since that would open them up to legal action since the skins (At least for the platinum version) was clearly stated as exclusive skins for the packs.

The packs only promised 1 skin per account, I get it, I got the plat pack myself and tbh. I did find it strange that you only got 1 skin for 1 char, rather than 1 skin for all the character available at launch but it is what it is.

The packs said it was only 1 skin PER account, not 1 skin per character. I'm not disagreeing? But I'm also not expecting something that isn't real.
