Considering how you'd have to make new equipments ( the ones with physical appearances such as hats and weapons), skill motions, emote motions etc., its understandable from a developer point of view why they might prefer creating a new character into a gender counterpart instead, it may feel as if the updates don't offer fresh new contents for players to enjoy.
thus the developers decided to make the gender counterparts more interesting by making slight adjustements to them, gunslinger being a perfect example of this. This allows players to feel as if they're playing a whole "new" character instead of merely male or female "versions" of a character. This is why it's taking them so long to create gender counterparts. The head developer did state that they will release more gender counterparts. ( Thanks to @Duke for the explanation )

I'm sick of the Korean/Chinese games locking men into physical roles and women into magic roles like this is still ancient times.

Not pointless to many. D2R? Really... as far as Last Epoch it was a budget decision nothing more. It's also why the used the time mechanic in story mode. They have an extremely limited budget and people working on the game but they wanted to have story arcs fit with the characters. Even fps games have customization options, loot, progression systems and more. Welcome to modern day video games
Why do you waste energy refuting both genders per class like most other games offer? Is it your intention to be an asshat so you feel like you are contributing something?
Listen I am with you in wanting non-gender locked classes, but the devs have already made the decision to go about classes this way and for us in the west to demand such an extreme change will hinder actual development of future content and classes. You have to bear in mind that creating female and male counterparts is taxing since the devs would have to basically build the models up from scratch and that includes the existing cosmetics. So I would say to hell with non-gender locked classes and just release new classes and content. The devs would probably experiment with the non-gender locked idea later, but for now just play the game when it comes out if you really do enjoy it.
