its really pick your poison by the end of the day, if zizaran says POE is p2w because of all the QOL you can buy anything can be P2W, the issue is how much it affects you
Here's a general rule of thumb: if the game has an in-built cash shop - it's 100% P2W.
MMO's are never going to peak like they used.
Look for another genre altogether is my advice, unless you like P2W of course.
wish i could invest more time into ff14 pay to play and there doesn't seem to be gear progression that could be advanced with irl money to in game money.
well, technically theres none since the game itself is not selling power.
but... yeah theres always a but.. there are a ton of bots that sell the gold and the company has no solution to fight against them. everyone buys gold. even in hardcore everyone buys gold.
i don't think it matters one bit whether its the game itself selling power or a 3rd party.
the end result is the same, its unfair and its cheating.
theres no mmo that doesn't have this problem as long as theres player trading or some form of auction house, someone is always buying with a currency they shouldn't be buying with.

POE is not an MMO tho...saying that POE is the same as LA is extremely shallow, just because they have skills and are isometric are they the same ?
it's not an mmo but LA is a mmo action game and POE at least covers one of the defining things ;)
Nevertheless, basically, to answer the OP there is ESO. The question was if there is an mmo that is f2p and not p2w and that would be ESO, but you can't access all the content for free.
I can't agree. buying ingame stuff with real money from bots is definitely not pay to win, it's py to be banned.
just like fps are full of cheaters.
many Games today are "Technically" Pay2Win in one way or another.
HOWEVER, there is a BIG difference between "Technically" and DIRECTLY selling Player-Power/Progression.
Mainstream (Subscription) Games tends to have the most fair model, and are usually the cheapest to play in the long-run.
If you're looking for a fair MMORPG in general I recommend: Final Fantasy 14.
I personally have over 10 000 hours in it, and done all content it has to offer.
