How to get the free anniversary skin? Also why can't i join hotspring event when i'm at even hour?

I can't find the box on event npc since its only shows the weapon skin. As for the hotspring event, i can't join it even thought i'm at even hour. Do i need to be like e.g 2:00pm and not late?

From what I read, this event is going on for days. So they might be rotating through stuff.

Yea, my bad i just found that out few hours ago. But i still can't get in the hotsprint instance. Is it max level only?

Did you accept the quest? The portal should open at every hour in main cities.

I didn't check my self but yeah there's a event notifier that shows when portal opens at top left.

Sorry didn't notice the notification btw, the problem is that what i learn from people on the discord is that the event requires combat level 50 minimum which i haven't reach yet. So i think thats why i can't join it yet, 5 more levels to go...
