Will this game remember my progress if I delete it?
I paused the updates a long time ago because of the state of the game vs the size of the patches. I think the one on hold is close to 11 GB. That amount of space for a game I can't even play with actual people anymore isn't acceptable.

With the last update, I'm not feeling anything is going to improve any time soon, and so am thinking to uninstall it for the time being. Stupid as I might be, I'm still hoping to see this game pull itself out of the freefall it's entered into and become playable again in the west.

If I uninstall it, will I lose all my progress though? Or will it remember my characters and such if and when I reinstall it?

It will be much better if it deleted everyone progress on Uninstaller so nobody needs to worry about this trash game anymore.

One step to stop worrying about this so called 'trash game' is to also stop caring about going into the forums of said game and to not let the game that you hate live rent free in your head.

For most online games specially MMORPG's, the data is stored in their servers, not on your computer. Otherwise people would be able to edit their 'save files' to cheat. So the answer is no you won't lose any of your progress.

Why quit? Playing 1 hour a day is still ok, or you can just play on the weekends when you have free time
