Who sets the price? The person who's selling royals for gold puts in the desired price they are seeking. The person who's BUYING blue crystals sets the price of gold they are willing to spend. When the 2 values match, theres a sale at that price.

its a small amount of blue crystals like 50 x2, per every 50 lvls or something if i had the game open id tell u in more detail, but yea you can see the reward amounts in the roster lvl progress screen
p2w players sell blue crystals to f2p players who buy the blue crystals with gold, there is no magic to it.
The price is determined by supply and demand between p2w and f2p players, there is no monopoly.

It accommodates to the pricing of goods of Mari and other stuff like Battle pots sold in the store. It is basic supply and demand. I set an example most of the goods back then was so HYPED and in "DEMAND" that most honing mats in Mari's was cost efficient trading gold to blue crystals.
So the pricing went up to 900g+ per 95, when the hype died it went as low as 250g in Valtan server, 300g average. You can also see a pattern on why the pricing goes down of blue crystals when the hype dies down. When Valtan hype is up the pricing went up around 700g, now it is going down again 600g average in my server.
Also take note that since most don't have gold it accomodates close to how much a character can make... the inevitable gold crash or gold inflation. Lots of raids = more gold = more mats. It happened in Russia and South Korea more likely will happen here in NA.
Jason is right, because of the players buying from RMT (giving life to bots) gold worthless nowdays,
