So yea, I'm suffering the same thing here too.
And no, it's definitely not my PC (have an AMD Vega 64 GPU, and an AMD Ryzen 7 3700X 8-Core 3.2Ghz Processor, and 16 GB of DDR4 RAM, with a 2 TB Sabrent M.2 SSD, on a...you know what, why am I even bothering listing everything my PC has?). It plays games without issues, end of story, so what's going on Devs!? Why is Lost Ark not working for many of us!?
EDIT: Oh and yes, I verified integrity of game files, thinking that would solve the issue. It didn't (neither did rebooting my PC, or anything else I tried).
And NO THANK YOU DEVS FOR MESSING THIS UP! Like WTH!?

solved. deleting physx files. Go in C: and type in search Physx. Thanx everyone
and delete PhysxUpdaterLoader64.dll , work for me i use Radeon RX Vega card
