Pally has a much smaller group heal still tied to a decent CD and an AoE heal with the signature that heals for a little bit.

Pally - Best OFFENSIVE Support

Bard is a bit harder to play, as paladin you can just spam almost everything off CD more or less without much thought
Paladin: naturally more tanky than bards, can play at range, no super armor for push immunity, identity skill provides heals, mitigation, atk buff. (think of paladin as a overall sustain support, provides everything at moderate value levels)
Bard: squishy unless you get level 3 heavy armor, must play close range,multiple skills have super armor push immunity, identity skill you must choose to heal OR atk buff your team, does not do both at same time, although identity heals/atk buff potentials are larger than paladin. (think of bard as burst support, with larger value levels, you must build 3 bars of identity then choose whether to provide heal or atk),
Paladin easy to play, provides good value for any skill level team.
Bard not as easy to play as paladin, provides best value when used with experienced teams. You do not want to be using your identity skill for heals. Team mates forcing you to heal constantly are better off playing with a paladin.
Plus going by the KR numbers, Bard is the more COMMON support.
At the top level, spec bards are essentially the strongest support since if they dont have to heal, provide the largest dps buff.
Bard = more heals, regular shields, solid burst buffs
Paladin is easier to play. They're better for a ranged team. They can apply consistent shields and small heals in a large area. They're very good at countering bosses and can actively cleanse debuffs.
Bard is harder to play. They're better for a melee team because most of the heals and shields affect a small area. They have a large burst heal which can save people that take a lot of damage. Bard is more squishy and doesn't have any mobility/dash skills, so they can have a harder time avoiding damage. Their 'cleanse' prevents one debuff instead of removing it, so it's harder to time.
Both classes increase party damage and reduce damage taken. They also both have large shields.
Pallies only have 1 main source on a longer CD, the Signature Shield and a targeted small aoe shield.
Bards have 1 self AoE Shield, 1 Ranged AoE Shield (on a shorter CD), the Signature Shield and a targeted small aoe shield. Most of the shield skills are on shorter CD's then the Pally and the most part stronger.
As I stated, Pallies have the better OFFENSIVE buffs/support (all of their DPS increasing buffs are long range). Bards have the better DEFENSIVE buffs/support via better shields and stronger healing.

Swift Bard - Best for learning parties or parties that need babysitting
Pally - Best for established groups that are good at avoiding damage and doing good DPS. Good with chip damage.
Spec Bard - Best for the HIGHEST quality groups with synergy to take advantage of the largest DPS buff.
