You will be told how to get it in the main story questline.

play through vern and you get one to reach shushire at the end of the storyline there

The ship is awarded to you automatically as part of the Vern storyline. You know when you get it. Board your ship once your told to go to the frozen sea then look at the top list of ships. The Ice Breaker will be listen there. Just click on it. I hope this helps.
