I think you didn't even read what he was asking about.
50 skill points from 51-60 is a chunk of skill points but theres a lot of easy skill points from other methods as well. Last main break point is somewhere around 320ish before skill points wont benefit much till you get to like 360-380.
At level 55, you can push your skills to level 11 which is ~20% dmg. At 60 you can push them to level 12, which is probably another ~20% dmg.
So yes, more levels and more skillpoints translates to more powere, even if the equipment is similar.
