Help Baricade engraving skill?

So currently playing as a Paladin and use the Holy Protection skill which creates for you and your team a barrier for 20% of max hp.

I have many other shield ability's also, and would of thought the Barricade engraving would of worked with these type of skills? However after some testing my foe's take not a single bit of damage, it does nothing apart from block damage of course... I currently have lvl2 for the engraving thx to my legendary stone. Can some one please advise if this is a bug? or am I miss understanding this and being stupid here?

Any help to this noob here would grateful.

This confuses me a bit. Your shield won't do damage. You deal more dmg while shielded.
