I have the quest though and there is no option to just buy the cloud, I only see it as a quest reward.

No there's a mount in Shangra that is literally a fluffy cloud, like a nimbus from dragonball or something.
BUT i think it requires either 7500 or 14,500 (its not clear which) of these dew items and you have to play a song to flowers to get them. At max you can get probably 100-160 dews per visit to Shangra if you spend the whole 30 minutes serenading plants.

do the quest to get the song of spring which you then play next to the flowers and they'll directly drop the dew but its only 1-2 at a time usually. the other route is to go ham on the giant peaches and pop them then trade the little peaches you get from those for the dew.
