If you want more you need to upgrade your stronghold and craft them.. or wait for more login bonuses.
If you want more tools of a quality higher than green you'll need to buy the recipe from one of the NPCs in your stronghold (they're by the water where the merchant spawns. They cost a few seals each so you'll need to send your workers on dispatches regularly.
On top of that you'll need to either farm Uncommon (green) relic items or buy them off the market so you can craft Archeology maps so you can farm Tool Crafting Kits as these archeology maps are the only way to get them and they're needed to craft the tool (These maps take you to a hidden dungeon with a chest at the end with some random loot and doesn't require any Work Energy to open).
To make the maps you'll need to research the crafting recipe in your Stronghold. You can go to your lab and change the list to display unavailable research to see what the requirements are if you cannot craft them currently, otherwise the research takes like two hours or so to complete and is a relatively cheap research.
Use the map like you do any other to find the secret dungeon. At the end of the dungeon instead of a boss there will just be a chest. Opening it will net you with some Archaeology drops, some honing materials (I typically get those crystals that raise honing chance), and has a rare chance to drop the Tool Crafting Kits needed to craft the tools.
Alternatively, if you have Lv10 or higher Archaeology you can rarely find those same chests while relic hunting.
After collecting 18 World Tree Leaves, we get 6 Adept Craft Kits.
We can craft all pieces without that map RNG BS.
1)You might need more than 6 purple craft kits to get the with a good set of bonuses
2)world tree leaves are literally that same RNG ♥♥♥♥♥♥♥♥ just without the map. 10 leaves are already a bastard to get, 18 even more so.
01. I really don't care about the set bonuses on Adept because, eventually, I will get rid of it to get better rarities, thinking about good bonuses, to me, it's just on the last one, I think it's Legendary ou Master, something like that, which I can min-max to have the perfect one.
02. I'm a completionist, I'm going to rank up all the trade skills to max level... Right now I have Foraging, Logging and Mining at 20, next step is to set the others 3 to 20 as well, and then 30 each, and then 40 each. It's RNG but I already have 14, just 4 more to get it =)

I'm 20/20/20/18/8/11 and I got 18 Tree Leaves, this means around 18 Tree Leaves in around 97, which could be something like every 6 to 10 levels a Tree Leave... The only conclusion is that people isn't working on Trade Skill hard enough.
Save 1,000 work energy for missions, spend everything else everyday. It takes ~55 hours to refill the entire 10k work energy, and you can use that 3,000 work energy boost to increase the chance for rare items, I used those to reach level 20 in Mining, Logging and Foraging, maybe that potion also increases the chance of getting Tree Leaves.
In a few words: Isn't about RNG, it's about working smart and hard.
that being said, there is at least one source saying that world leaves do drop in certain locations (still rng mind you) so that might be why you found them in such an amount that makes you the outlier.

It's simple: You can't force RNG to happen because there's no RNG, but you can manipulate Pseudo RNG to work on your favor... What I did? I used that potion to reach level 20 on Logging, Mining, and Foraging. Now I'm using to reach 20 on Hunting, and this gave me enough leaves to get the 18 Tree Leaves. As I told, work smart, and hard.
Oh... One more thing... There's something called "Bad Luck Protection" which increases your chance of doing something Pseudo RNG based when you fail too much... Honing gear is one of them, every time you fail a level up, you gain a little bit of %, eventually you'll fail enough to reach 100% and guarantee a success...
MAYBE (because I don't know) farming works the same way, the more you gather stuff, higher your chance of finding rare loot, this means it's better too work and level up your gathering skills, than using potions that gives you XP that level up your gathering skills.
But learn the difference between RNG and Pseudo RNG, and learn that we can manipulate Pseudo RNG on our favor to reach our objectives.
