Noticed too that nobody else had them in stock.
Also I'm hearing rumours that they will get nerfed by 75% soonish.

Potion merchants should sell all of them, with more becoming available as you increase in gear level.
Luterra Castle (major city): All potions available up to 1400 ilvl.
Rethramis Border: Only sold up to normal potions (character level 11)
Origins of Stern (major city): All potions.
Arid Path: Only Adept and Expert healing potions (levels 26 and 37)
Rohendel (multiple locations): All potions.
Seems my initial assumption that potions offered are based on the expected level a player would be in those areas, with major cities always offering all potions. I've not made it to all of the lands on the west side of the map, but I assume they all offer all potions at all locations.
The potion traders will sell potions based on the character's level and item level. I'm item level 520 and I can see a lot of potions that I can't even have here on Luterra Castle. I can see a "Starlight Healing Potion" that heals for 31864 for 8 seconds, and I can't even use it:
