Sorceress: Magick Amplification Tripod

hey there
Quick questions about the 3rd level tripod of some skills. It is said that "on hit: outgoing damage +55%"
This sounds like it should be a buff to me, after I hit an enemy. But I never see anything like that? How does this work?

I would love to know how this works as well, not sure how any of the "outgoing damage" buffs work
