Names are Region locked so each name can only exist a single time in a region (EU West, EU Central, North America West, North America East, South America) and since the game is based around using alt characters you can assume that most players have atleast 6 characters (and therefore names locked).
most good sounding names are most likely taken by now (especially as it takes a long while before they unlock names of players who stopped playing) I had decent success by numbering my characters with written letters i.e. naming them stuff like : Agentzeroone Agentzerotwo, Bersizerothree and so on.
Edit: The exception to the 60 day rule is a lv10 (as in, never leveled up once) character, who's name frees up immediately in as far as I can tell.
Make a really stupid, and badly spelled name. Almost all of us had to with the number of people that made characters at launch, and the fact that names are shared across ALL servers.

They could have even done it with the rosters where you have a roster name as your family name.
At least let us add spaces. I'm pretty sure they can have spaces in the Korean servers, no?
