Are the Costumes and Pets only usable on one character?

Custumes are single use, Pets are account wide as far as i know

Depends on what you are talking about.. There are pets that are character ONLY.. ie the drops.. or the prime loot ones.. you will get a message saying ' account bound '.. then ' use for one character ' etc..

That's just extremely stupid. Let's charge people money for packs that include special costumes for their characters, but make them only usable on one character. If that's true that's the dumbest decision I have ever seen.

pets, mounts are server wide. costumes are character bound. I don't know why people just blindly buy and then come here to complain.

Did you read my post at all or are you doing the exact same thing you're calling others out for. I'm not talking about shop costumes. I'm talking about the founders ones.
