No they aren't bugged.
By default you don't even have them, you have the option to use "Korean" voices ingame but since the DLC is not downloaded you don't have anything beside of the intro in korean.
With this guide you can now download them (because it's bugged on Steam store and you can't download them, it just launches the game for some reason)

Running into an issue. When searching for the DLC, it isn't showing up. for me the world of warplanes that is under the VO in your picture, is the latest one for me...not sure what's going on.

Disregard this. I figured it out. had to switch it to "unavailable" dlc

I updated the guide, if you already have the game installed you can check "Show Owned" and it should be the latest one. If the game isn't available in your country then "Show Unavailable" seems to be the solution.

Well, seeing as I live in America, Ohio to be specific, I am just going to assume it was a weird site bug xP. Either way, thanks for this. It's been driving me crazy trying to get this downloaded.

Just wanted to share: maybe they fixed the store page, i was having issues too, but today it finally just downloaded and so far all korean VO is working properly.

They fixed it because I have no issues with it.
