Boarding Rewards
I am playing through the story on 'normal' mode and the cost you spend on replenishing troops isn't really offsetting the very very low capture rate. I understand why the capture rate needs to remain low, but on ships that lose via boarding can we not increase the amount of drops. Maybe even add a surrender phase where you can bribe the crew to not scuttle in exchange for a fraction of the ships value?

If you enter combat at normal game speed my game saves it at the zone entrance. I just keep reloading until I get the capture. If not this game would take you a year to get a fleet going.
So bear in mind that you can also capture ships occasionally by Jean's surrender skill, so after a point you can possibly capture a ship without fully depleting it's crew.. But essentially the best way to maximize capture efficiency is to have more crew than the opposing ship while also having bonuses towards boarding. The quartermaster actually has bonuses for that both passive and active. You also can equip ship modules that affect capture and defense such as the marine barracks or longhouse. The latter you can find up north in a shop right off the bat.

Between both tactics you should be able to capture fairly often. The game hints that there might be a character skill or passive that will up capture rate. However unless there are two officers for the same post you can find, so far I haven't met anyone who could do that.
