While they will eventually require an item that is unique to their quest, I think that up to level 5 or so you can just purchase (or manufacture) the items you need to level up, typically you need one stack of each desired item.
I think all of the early officers have the second half of their story unlock just a few chapters in, I'm at "make a name for the company" at the moment and have finished all of their stories.
I guess he wanted a party in the officer mess?
This was after helping the priest and before completing officially creating a company (via that one quest that sends you all over the big island).
