How to stop being a wanted criminal?

I am trying to get commission for Firefort city but it seems only enemy that spawns are fleets hunting me. Wonder if I can somehow get rid of wanted criminal status so I can hunt the pirates I need. I already destroys the governments main fleets a couple times,

yeap for the brotherhood quest you need to piss off 4 different fraction and without this option you have too fight all time because the for are all over the map then

you can also just fight in a region until you beat the strongest police fleet it has, they are usually around lvl 40. after that fight you lose your criminal evidence
