Worn Plower Rebel Trophy for the Suthsegian Garrison Commission

So I thought it would basically be the crooked plower trophy but that's apparently totally different. lol. so where do i find the worn plower rebel trophy?

From what I've gathered, hunt around for a Plower Rebel 'strike group' that only has two ships: A 'Stone Dragon' heavy frigate, and a Gunboat. All the pirate factions have several tiers of combat fleets, the smallest of which are generally called "Toll Collector" or something along that line. They give the 'Broken' ranked trophies. The 'Worn' ranked trophy is given from the next tier after the "Toll" group, but I don't have the exact name for it for the Rebel Plowers.

Nah, the issue is that Plower Rebels and Crooked Plowers are treated as different entities. I have all the Crooked Plower stuff but I havent seen a single Plower Rebel one, unless its quest related later on which I think it is. Otherwise its just bugged with the wrong item.

This one is not bugged, it is just the opposite of intuitive.
You have to hunt Refugees or Immigrants in North West.
They are friendly, so you have to rob them.

The Toll collector will NOT trigger the rebels, but the Plow pirates.

Edit: Yeah, it works. I found a "Joms Refugee" and it gave me the plower rebels mark so now their fleets will try and find me. I assume I'll eventually get the trophy this way.

I am so confused as to how to even do this whole quest... Where do you even start it?
