I'm pretty sure it's about production post to acquire and develop. I pray there is a clear quest right around the corner.
At least in Everspring, Firefort and Laventum town, there is a blueprint seller. Those are required to develop some outpost/village with local production (Pirnmill for example), but you'll need raw material to set your business there.
(Be careful, a permit can't be used everywhere, there is a regional system)
From that, I'm pretty sure you will owned what is produce and you will have to find a place to sell it. There must be a way to give order to any unused ship in your possession to do some export/import, because if not, that would be just boring.
I think it's a good time to observe the map for a while and determine what "production" you will focus on. Without any "Global market" to give us hint or any evolving trend, I guess that the more complex is the chain of production, the more it cost to set it in motion, but the bigger the benefit is in the end.
As always, it should look like :
Production (wood) -> manufactured 1 (plank) -> manufactured 2 (frame) -> consumer (Shipyard)
(I think some goods require more than one product to be made)
Without knowing if your company is just a facade/something we can discard as a player or if there is some bump on the road (get 200'000 credits to continue the adventure), here is some simple advice : Just focus on one product and one geographical zone. Begin with the raw material so you can change path when you complete whatever you aimed for (if you secured wood, you can go for frame, furnitures, maybe some cranes, barrels,...)
