the 32nd is a NVR fleet and there is relatively often an Ambassador that appear near Fort Broden.
Look for a yellow fleet. They tend to be annoying because they are relatively aggressive because they go in a straight line and your fleet is always on the path of it.
Get the Ambassador and that should trigger the 32nd fleet to chase you.
BTW, where can I get broken trophies of 1st SRN, 2st SRN, 3nd SRN and 4th SRN for Brotherhood's Commission Store? As well as 100 boxed ice for Fort Broden's Commission Store?

Navy armbands can only attack the Navy
- Arran Town, a "Royal Overseer fleet", who act literally like the NVR ambassador, come and go as it please. Get him and who know which fleet you will trigger.
- Sometime around Laventum Town, I saw a few fleets that I think are military target : Look for "new recruit" or "seasoned officers". If you are not sure, use the spyglass near the name of a fleet to get some description of it.
- North of Laventum town and east of Fort Stewart, there is a fort in the mountain. A yellow fleet actively defend it (flying at the verticale of the landing zone, thus preventing any passage). Easily defeatable, but who will come to avenge them, mystery...
- Fort Stewart is linked with the 1st, Fort Broden with the 2nd and Fort Fawkes is with the 4th. I don't know where is the main fort of the 3nd. Maybe each fort act like a zone of influence, just like the territory of the pirates factions. It must be checked, but maybe...
when you see an SRN patrol, they are often neutral. so you need to "rob" them, which will cause larger SRN fleets to chase you.
I cannot find another 32nd fleet to spawn.
Edit. The ambasador respawned after many days passed. Not sure if because I advanced the story line. But it respawn.
