Maybe Naval Mission is a sandbox from the beginning to end, without story missions and Pirate RPG & Sea battles is more story based ?

It's kind of important.
"Naval Missions" sounds more like a singleplayer ship vs ship gameplay with no open world. So the Corsairs Legacy: Naval Mission is the open world one? Names seems misleading.
Corsairs Legacy: Naval Mission is the true game but who knows, can be a copy paste game from Corsairs Legacy aswel, time will tell.
Corsairs Legacy: Naval Action is the open world piracy game.
The story and naval action games are expandalones; you can buy either or both, and if you buy both, they'll combine into a greater whole.
At least that's how I understood it.
