Upgrade costs need some adjusting

So I went to upgrade my concrete mixers, it cost 120 tier 3 construction supplies to upgrade but only 40 tier 3 construction supplies to build. I think this is backwards.

Why would I upgrade it, I just used Unity to quick remove and Unity to quick build for 1/3 of the cost but even without Unity with enough trucks it only takes a few min.

Yeah that's odd. Probably just a mistake in numbers from their side.
Balancing this precisely is a challenge though, because costs of building the lowest tier + upgrading it all the way up must not be lower than building the top tier right away.

This case satisfies that rule, but by too much XD.
