Cargo Depot Placement needs work

cargo depot placement is entirely too finicky, there needs to be more slack in placement. nonsensical messages about terrain too low when the same level is acceptable in another location etc.

So far I've never seen a nonsensical terrain too low messsage. If it happens then not every tile of the part that needs to be level is on that same level. Look carefully at the building footprint and you'll see at least one little red square that shows exactly where the problem is.

It's not hard to place it. But you need to notice where the issue is.
To needs quite a bit of space around each dock - when you try to place it you can often see a small line appearing on the back/front of nearby boat (meaning it's too close to another dock).
Also need clear path toward to the edge of the map.
The edge of the map block you from placing it if you fill the ocean with as much stuff as you can by dumping stuff in it.
Other building like liquid dump block you from building too.
And finally, afaik dock need to be placed at either +2, +3, +4 or +5.

I'm olso faceing problem with cargo depot placemet
can you please tell me the hight I need to flat the land to to be able to place a cargo depot ?
and can it sit on wate or I must put dirt or rock on top ?
when checked the placement of the shipyard I found it +2 but when falterned a land with waste to +2 and try to place cargo depot it tells me some parts must be placed on the ocen
please help me
