The primary coal bucket is a chain from the coal mine for advanced logistics, the bucket on the end is a neutral bucket, no push/pull, but they should pull from it for the requester buckets.
Nothing was moving.
When I flipped the "keep empty" switch just a hair on the neutral bucket, the swam of idle trucks came and fixed the issue. I could set it back to neutral and the problem, so far, has remained fixed.
Other than the last coal issue I had I haven't seen it again... but now my network is overwhelmed so until I go stable again I can't be sure what is or isn't a problem, and I'm constantly fussing with things to keep things afloat while I stabilize. So, while I agree with your statement, it'll have to wait for me to be able to provide/prove it.

Rubber shut down entirely. Even after I upped the priority on it. Save/Load seemed to "kick" the traffic manager back into action. All my trucks want to play with dirt which is being shipped off to dump locations a quarter of the way across the map.
This might be a hidden priority control somewhere in the un-assigned towers or them just getting stuck in batch jobbing.
I should add the copper, which has standard priority, doesn't seem to have this issue. However, it's NOT a direct ship from the forge to the storage. It's standard storage to storage shipping. I think Rubber's problem is I didn't bother to build a local storage box for the rubber makers and was using direct shipping because in the past I never HAD to.

The Copper and Rubber Makers are on the upper right (I'm getting around to Adv Diesel in my own sweet time), and the main factory in the bottom. Copper and Rubber are trucked over. Copper is more than happy to get itself trucked down. Rubber has been a constant PITA.
I recently converted to the Adv Refinery and my blueprint has a storage attached to it for the rubber collection since the actual production is buried. I haven't had a single issue with Rubber in a good long while.
