I think you need research and explore the map with your ship.

Exactly what Jentel said, you've gotta find seeds and research it. I just finished research myself, it's tier 6 and follows on from Vegetable Farming and Research Lab II.

In my current map I have fully explored what I can until all routes are blocked by Pirates. I have not found any wheat yet. The research requires that you have the wheat seeds first.

you must explore area, wheat seeds are designed to be available inside range of 2, you can get them without upgrading your ship.
