Blueprints
What happen if I make a blueprint with for an "advanced" component (for exemple, tier 2 storage, or pipe, or belt), then I restart a game and I use the blueprint without having unlocked the tech ? Will I be able to use it? If yes, would the advanced component vanish?
Is there a way to downtiering them? If no, does that mean that it would better to make all the blueprint wiht low tech components, and then upgrading them with the upgrade tool before starting the construction ?

Your last question is a good solution, as your other questions are sadly answered with no. You can of course also make different blueprints for use during different stages of research.

Make each Blueprint with as low tier components as possible.

I have a Crush-Rock-to-Sand Blueprint that absolutely requires tier-2 Belts, in order to not become a spaghetti mess of tier-1 transports. So that's one example of a BP that legitimately needs a tier-2 component.

But try hard to stay at tier-1, because if you can't use a particular BP, the game just shows you a lock symbol. It doesn't tell you what specific Tech or Techs you need to research to remove the lock symbol.

Damn, time to redo almost all of my blueprints then (I were doing them in the fly as I needed to expand some production chains, so using the best tech I had avaiable, but with the current turn my current game take, I expect I will soon have to restart, as coal/iron start to be harder and harder to get)

You can import Coal from an off-site mining island.

I'm pretty sure there aren't any off-site Iron or Copper Mines you can utilize, but I think there are Contracts to trade stuff to get Iron Ore or Copper Ore. Favourably, even, if you have a good industrial setup. Although I haven't yet progressed so far as to use Contracts, myself, since I start over a lot.
