Is there a way to dump extra fluid?
EXAMPLE: I have a fluid tank and I want to get it to dump extra as machines try to put more in.....can this be done with a sorter? sometimes typing something out gives me ideas...:) well ill go try that and still post this in case that was a bonehead idea:)

I think for each fluid, you can either dump it into the ocean or burn it in a Flare stack. Some might have both options, but my hunch is that most are limited to one or the other.

And yes you absolutely can use a Pipe Balancer and set priority to those output ports that don't go to the dump/burner.

Which fluid or fluids do you have in mind?
water....lol....been fighting the whole game to get and balance water......then I finally got waste water treatment plants and now I have too much water lol. filled a lvl 4 fluid tower pretty quick and I am just not using enough. eventually I will but wow....who knew. and yep prioritizing the pipes through the balancer worked perfectly. I must applaud the dev on the balancer interface. it orients to however you are looking so it is very intuitive in what pipe is going where

No reason to dump excess water. The waste waste plant can supplement your settlement's water, but the rest has to come from somewhere right? Why run desalinators or a ground water pump just to dump excess water?

This. The only source of water that I can think of that you don't want to ever back up is sour water. However there are so many places to put water to use just setting it to a priority in for one of those systems is the ideal. Everywhere else its better to let water back up and the machine to stop so they use less power and maintenance.
