Power is a lot harder to get away from nuclear than is reducing oil use though...
You can also use the fuel saver edicts to reduce diesel usage, and replace as many truck deliveries with belts as possible.
you have to make your oil last till then as its technicaly most important recource after food
my tips would be:
-get fuel/later fuel techs , early fuel refining is very weasteful
-try to automate most you can , while you wont able to autopmate everything try produce larger stacks of stuff with belts feeding into everything , less trucks deliveries=fuel will last longer
-i have fuel saving edict pretty much on as soon as i get it and never turned it off
-farming vegetable oil/alcochol can make disel when you get to that tech
-setup cargo dock for oil , ship will import it automaticly but be advised ship also needs fuel(so add refuel prorirety of that building to 1)
if things get really desperate you can buy small amount of fuel for coal but thats not ideal

if keep things who produce things other building needs close , preferably use belts whenever you can , and use bridges so heavy equipment can cross
game is a bit...specific , i had to restart twice as first i also ran out of fuel , second time i ran out of construction materials
3rd run was better as i had basic grasp of game mechanics by then
if you cant have producer close , make storage , and belt it to buildings it needs and keep stockpile order , so trucks will deliver full and to 1 building rather then 3-12
